Run the following 

locate -u (as root)
locate ld.so

and then make sure the path to the file is in the $PATH variable.

Export PATH="/path/to/lib/;$PATH"

I downloaded TASM for linux and am trying to learn assembly programming
how ever I am running into this issue.  Please advise.

/tasm: can't load dynamic linker '/lib/ld.so
nor /usr/i486-linux/lib/ld.so'
