Consider the following, on your FTP server....

-A RH-Firewall-1-INPUT -p tcp -m tcp -s 192.168.25.0/24 --dport 21:22 -j ACCEPT

added to /etc/sysconfig/iptables. I'm assuming that the FTP is on the net at 
192.168.25.0

Is this subnet firewalled?
