[KLUG Members] trying to add a user on Kubuntu 6.06/64 bit

Trying to add my wife as a user but not able to accomplish.

Here is what I did:
Systems Settings > users & groups > Administrator mode, Password > New > 
  filled in login name and real name in the fields, > Password/Security, 
inserted her password > made sure the "always" button was checked, > 
clicked OK, > reviewed info on bottom of screen, > clicked Close which 
took me back to System settings.

Here is what I get:
When I try to switch users, I get a login screen which I put her login 
name and password.  I get a text box saying "You must change your 
password immediately (root enforced)."  Thus she can't log in.  Is this 
box talking to me (administrator), or to the person trying to log in?  I 
wind up switching back to me.  I have checked to make sure the login 
names are EXACTLY the same at login.  What am I doing wrong?

Any help would be appreciated
