I wondered about that, but how would one tell? It's one of a bunch of
pdfs that my wfe downloaded for a conference she'll attend. One other
one behaved this way--the others all behaved fine. Looking at the way
the files are titled and at their properties, I don't see any
differences. 

I'm guessing that if the pdf were created by scanning a printed document
rather than by converting a document file that would make it a bitmapped
binary image? But, again, would there be any way to tell from the pdf
itself?
