I presume you followed the link there to http://localhost:631/help/ ?

I went ahead and tried the base link on my own system (SuSE 10.2), the
tab labeled 'Documentation/Help' leads to that location. It might have
changed from a previous version. I've never even messed with it before,
so I don't really know.
