[KLUG Members] DNS questions

I am trying to setup a master dns server running bind 9.2.3.  My ISP will be the slave server.  I am running in problem where i can't do zone transfer to my slave and my ISP said that they can't do a zone transfer to me.  In the named.conf I allow-transfer from my ISP and also allow-query. I also enable notify.
   
  Does any one how why i can't do the zone transfer?
