You might try http://dyndns.org to get a domain name either by static or
dynamic IP.  They are very reasonable in terms of rates, or you can use
a free hostname.  You just have to make sure you are running a
compatible client to update the record as needed.  Most routers like
Linksys or Dlink have the client built in.  If your network is more
business oriented (i.e. your machine sits on the external route) you can
use a client like ddclient to update it, and they include the clients on
the website that are compatible.  Also, you can configure your MX
hostname from there.
