Bill,

I had the same problem with my Epson PhotoEX.  I found a site that
listed two options.  The first was air bubbles/lack of air.  If the
plastic layer isn't removed properly, air can't displace the ink.  The
opposite is also true, if air bubbles are in the ink, its toast.

The second was a problem with epson ink jet heads clogging for various
reasons.  In my case I took out the ink cartridge to make a move
(duh....never do this) and the ink dried in the transport tubes.

My solution was to order a new head and replace it.
