I checked out "usermod" and I am pretty sure that is not what I used. 
There is no ! in front of users passwords.  Man I sure am feeling like a
dope right now!

I really think that I modified a file in /etc or /etc/sysconfig but when
looking through the files I can't remember exactly what I did.
