[KLUG Members] List Locks?

I know how to list the processes using a file (fuser) and how to list the files
a process is using (lsof, /proc/{pid}, etc...)  but is there a way to list the
LOCKS on a file and what pid holds them?  

I've nosed about in /proc and not found anything that looks lock-ish,  but then
I haven't heard of anyone sighting the lockness monster lately either.  Maybe
after all these millions of years ol'nessie finally gave up the ghost? :)
