dhclient?  Oh yes,  the ISC dhcp client, ....  I really like their DHCP server.

Do you have "pump" installed?  Usually in /sbin.

What does the contents of the packets look like?  Are they ACKs? 
Ethereal should be able to decode the DHCP contents.
