Actually what Bruce meant to say, was that you should edit the
'/etc/mail/sendmail.mc' file. That is the file which is processed by m4
to create the /etc/mail/sendmail.cf file.

The access file is also in /etc/mail, it is called access. If I
remember correctly, after editing the access file, you will need to run:
makemap -e hash access
That will create your update access.db file which sendmail will use.
