Yes, PHPGroupware does have a great many more modules than Horde.

Yes. Exchange :)  No reason other IMAP servers couldn't do it,  they just don't.

There is the rub!  ACL support.  Certainly not present in UofW IMAP (the
"default" IMAP server) or Courier (last I checked).  UofW, Courier and Cyrus
make up the big three of the open source IMAP universe.  They're might be some
othe smaller ones floating about that do this.  Also the mbox (/var/spool/mail)
mechanism really just can't handle multiple users in the same folder,  so one
basically has to build a beckend to truly support shared folders.  That is no
small task, in fact, it is bigger than a large task.  Ever told a user that
their mail is gone?  Fortunately the Cyrus backend (at least parts of it) is
almost as old as I am,  rather like sendmail;  so finding bugs usually requires
very exotic conditions.
