Who says there aren't already?!?!?!
E.g., XFCE is a CDE-like environment that can support GNOME components,
but has its own as well. There are several others, just less popular.=20
And I'm not just talking "window managers-only" either.
Again, basic social tendences here. Whenever you have choice, the
majority people will choose (aka "standardize") on 2-3. That's what has
happened with GNOME and KDE.
Remember, unlike commercial software, _no_one_ is in a position to
dictate what the Linux community does. Only its developers decide what
is written, and its users decide what is popular. A pure, unadulterated
software development _and _release_ model.
