After reading the article, I have to agree with Bill:

"And Bill Picton, director of information technology for Tharco
Containers Colorado hated the whole idea.
"At first glance, I must say that I'm underwhelmed. I don't see any
benefit whatsoever. From my perspective, this is just the latest chapter
in Microsoft's seemingly never-ending attempts to increase revenue no
matter what," he said."
Really, how much lower will Microsoft go in it's licensing scheme just
to stay afloat these days?

They won't do either. They've got may other tricks up their sleeve.

On Monday they announced a new quasi-concurrent-user licensing scheme.
I
haven't read the fine print; but this could potentially take alot of
wind out
of the Linux-Is-Infinitely-Cheaper sails.
