KDE and Gnome use config files that are stored in the users' home dir.  For
gnome, they're in a directory called .gnome

You can create an account (called template or whatever), setup that user's
system as you want it, then copy the config files from /home/template/.gnome/
into /home/NEWUSER/.gnome/ after you create NEWUSER.

There might also be a universal configuration file somewhere that you can alter
(I would check that out before I did the above).  Try /etc/gnome or
something...  I don't use gnome so I don't know what's there.
