There is a global set of menus defined in /usr/share/gnome/apps for
standard GNOME and /usr/share/gnome/ximian if you have upgraded to
that.  You can login as root and use the menueditor to modify these
system-wide menus.  Per user menus have to be created by editing a
.gnome in the users home directory, which is a pain.  GNOME 2 promises
to have user-profiles and administration utilities to solve this
dilemma.
