The AvantGo browser isn't open source, but it is free (as in beer).

Ok, let's use an example:
I have a text file with lines 80 characters or less.  This text file is a
FAQ so I want to use html to link the contents to each text category.  I
want to be able to create an html document with anchor tags to create these
links.  And lastly, I want to be able to use that file in the Palm pda and
use the links to go to each category that I choose.

Not sure what you mean by "browser format".  Palm PDAs can sync to a Linux
box if that is what you mean.

Just not sure what your mean.  I don't see the connection between html
file format and Word/Excell.
