They should contact, in writing, their local government (city, township, whatever...) and complain. My cable company (Millennium) has a contract with the city and surrounding townships to operate. Every so often they have to renew that agreement. Your co-worker should find out when that is and ask to be added to the agenda or stand up during public comments. Make some noise!
