During your install, you didn't by chance tell it to configure a
firewall, and forget to open the FTP ports?  Just a guess . . .

It's been my experience that FTP always works out of the box on Redhat. 
Once it's installed, it works.  No extra configuration is necessary.  
But I've been bit by the firewall setup more than once myself.
