Try copying it TO your IPCOP box from your machine inside the firewall.

as root on machine "paul":

  scp -P 222 /home/vanallp/ip_masq_ipsec.o ipcop:ip_masq_ipsec.o

And MAKE SURE your "ipcop" box RESOLVES.  (that's probably your problem
above unless you manually added "paul" to /etc/hosts on the IPCOP box).

  ping ipcop

If that doesn't work, then use the IP number instead of the name.
