I've never used it BUT,  . . .

I did a "modprobe 8021q" and /proc/net/vlan magically appeared.  So, the
stock Redhat 7.3 kernel supports it, but it's missing the vconfig tool.
(I searched all the RPM's on all 3 CD's, and it's really not there)

I guess you'll have to download the vconfig tool.  According to the
kernel docs, it's available at:
