[KLUG Members] Defrag'ing ext3 filesystems?

Interesting.  I had heard that if one wanted to export a user directory 
type share to a Windows environment, that one should use CIFS and export 
with Samba... or some such.  Is there a better way that comes to mind?
Primary concern here is permissions.
