Short answer: yes, it can.

DRI is used for 2D video, for instance. OpenGL, say, is the 3D lib, and
DRI is an extension that speeds up OpenGL clients. But that extension
may be used elsewhere.

More likely, perhaps, is that failure to load the DRI module is a
symptom of a deeper problem. <shrug>
