[KLUG Members] Apache Forbidden error accessing a directory

What do the logs tell you?
I am not sure where they will be, but many times it is /usr/local/apache/logs
try to 'tail -f /usr/local/apache/logs/error_log' and try to access the page, this should hopefully shed some light on this for you.
