Is the control-center RPM installed?  The installer seems to miss this
occasionally in the upgrade from GNOME 1.x to GNOME 2.x, and this
manifests itself just as you describe.

[awilliam@estate1 awilliam]$ rpm -q control-center
control-center-2.0.1-8

Installing the RPM and restarting GNOME should make this go away. 
Logout of X,  you don't have to kill X, just don't be running GNOME. 
rpm -Uvh {path here}/control-center.... then do a oaf-slay;bonobo-slay
and try logging into GNOME again.

Ah yes, the constructive answer; don't you love those.  Example:  I'm
having a problem with sendmail not canonizing the host name, any tips?
Answer: Use postfix.  So helpful.
