No, it is no a POP3 server.  It delivers to message(s) to something,  
usually sendmail, which puts them in an inbox.  You should have the UW 
IMAP/POP3 server RPM lying about, it comes with RH7.x/8.0

(Remote POP Box)<---->Fethcmail<--->Local Sendmail<----
---->Local Mail Box<---IMAP/POP server (UW)<--->Client.

Fetchmail real purpose is to abstract the remote mail box(es) so you can 
pretend the mail got delivered straight to your friendly server.
