I recall this as well, and the numbers 30 and/or 90 stick in my mind. This
may well stem from the time before there were a spajillion registrars, and 
the "rules" may have broken down since then. I would sugest asking the 
registrar (this may be a registrar-specific issue now), or seeing if anything
is said about this on their websites. Also, ICANN (via their site, at least)
may be of help.

Others may certainly know more bout what is currently done in this regard,
but I do disctinctly remember a "grace period".
