If it is happening to both KDE and GNOME then it isn't a gconf problem. 
Interesting that GNOME 1.4 (<=RH7.3) technically didn't support multiple
logins, where as GNOME 2.x (>=RH8.0) is supposed to.

You might want to try searching the archives on the LTSP lists for
possible reasons for KDE hanging with multiple logins, even though you
don't use LTSP.  There have been allot of KDE problems hashed out there.
