I don't have that line in my m4 file.  All I have is:

FEATURE(`blacklist_recipients')dnl
FEATURE(dnsbl,`bl.spamcop.net', `Spam blocked see: 
 http://spamcop.net/bl.shtml?$&{client_addr}')dnl

(the 2nd "feature" should be all on one line)

Exactly the same here.

On my Redhat 7.3 mail server, sendmail.cf is in /etc, and there a
symbolic link to it in /etc/mail.  I guess that covers both.
