hmmm...the blacklist_recipients was already there.  Don't know what that is.

Hadn't found the symbolic link when I was working.  I found a sendmail.mc in /etc/mail,
which I edited.  I then ran m4 while in that directory, creating sendmail.cf in the same
directory.  Restarted sendmail...

Later, I noticed two copies (and am still stumped why spamcop refers to a "config.m4"
file.  I can't find one of those.).

Elsewhere, Adam Bultman recommended renaming one of the .cf files and restarting
sendmail.  If it works, that's the one, if not, it isn't.  Turns out the "real" one is
in /etc.

We'll see what happens now.
