But what does traceroute (tracert on M$) show?  It could be the end-node
is filtering out ICMP traffic; this is pretty common.

Try traceroute.

Have you ensured that ECN is *DISABLED*?

So IP layer connectivity works.  If you can ping www.google.com,
www.kalamazoolinux.org, and www.yahoo.com then your network setup is
fundamentally sound.

I cannot ping www.hotmail.com, they are clearly performing ICMP
filtering.

You are not ensured the ability to ping any point on the internet.  Try
traceroute and see how far your packet makes it.

Again, again, again, have you checked the ECN setting?

Have you checked the proxy log when attempting to load the site and seen
if there were any messages there?  I believe ipCop has a built in log
viewer.
