I forgot to include this...

Here is the tracert from a windows box that is outside of the IPcop network I am
trying to make...  before any tracert goes outside of our network it goes from
130.130.48.10 (the gateway) and then to 130.130.8.17 (the proxy server)

So I wonder what is preventing the IPcop clients from making it to 130.130.8.17 ???
