I'm becoming pretty confused about the configuration of this network.

Are you running Squid on the ipCop box or not?  If so why isn't the
proxy address and gateway address the same?  Is the proxy server on the
far side of the ipCop box?  traceroute/tracert/ping shouldn't have
anything to do with the proxy server.

This looks perfectly normal.

130.130.x.x is an IP range legally delegated to your organization right?
