hmm. Well we've been tossing it around and we think what they are looking 
for/will settle for is:

1) Need to able to produce Ghant charts
2) Need to be able to create/assign/modify tasks
3) Need for workers to login to a central server and log time to tasks, 
add notes, percent complete,etc.
4) Need for a manager to admin a project, make adjustments to schedule, 
etc.
5) Need to restrict access/visability to projects/tasks you are part of

aka, a project management system :)

bonus 6) able to output a ms project file to take with you to show off?
