Your NIC needs to have a socket for a ROM, quite a few el-cheapo's do
not have these.

You need a ROM with the image on it.

Insert ROM into ROM socket.

This usually involves an EEPROM (Erasable programmable read-only
memory).  You put data on these using an EEPROM burner and erase them by
exposing the core to ultraviolet light.  Unfortunately EEPROM burners
have become both rare and expensive - mine died ages ago and I haven't
been able to justify replacing it.

You need to know what type of EEPROM your NIC will work with.

Very often it is easier just to order BOOT PROMS (usually supporting PXE
these days) from the manufacturer of the card; unless of course you have
access to a good-old-fashioned wizard who's gear still works,  these are
often found lurking around HAM shacks.  But good luck, using computers
no longer implies any understanding of the difference between a 
Schmidt trigger and an ADC.
