It's partly the MTA and partly the mailstore.

They also do it because a lot of people who get mail on their boxes
don't use IMAP at all. Now that my home box is under dialup :-( I'm
thinking about setting up .procmailrc and turning ~/Mail into a Maildir.
I get all the Cyrus IMAP I want at CARES.
