If you want to provide local mail to accounts on your box don't set
LOCAL_RELAY.  Otherwise set both.

If you grouse around in the headers (I assume GW lets you see the
message source), you'll see things like -

In-Reply-To:  <20031020T144520Z_F15F00180000@elite4god.com>

and 

Message-Id:  <1066677022.30856.16.camel@lx1>

- I believe that threading is based upon a hashing of these values.
