Depends upon T1 prices in your area.  You can get a T1 with x number of
voice channels and the rest data - usually quite cost effectively.  Our
resident dutch guy says to switch from POTs to T1 at >10 phone lines.

With properly configured routers the voice quality is excellent. (Cisco
routers,  the Nortel routers we tried @*&$(@( *R&(@(@$
@&*#$(!@(@*$@....)

If your going to be buying a phone system I think getting anything other
than VOIP is just plain dumb.  Small black-box open standards VOIP
systems are available from a variety of vendors.
