Are either managed/intelligent switches?

No, the switch is clearly malfunctioning or misconfigured.  I have DHCP clients
in other states using our centralized DHCP server.  They are up to five
switches and four routers away from the DHCP server.  All local clients are at
least two switches away (central DHCP server is plugged into the main
distribution frame switch,  only other servers and the backbone plugin into
that switch,  then other switches hang off the backbone throughout the
building, and clients attach to those).
