Yes, you just need KDE (or at least the Qt libraries, I think) to run
Quanta Plus. I've run it quite a bit on a Ximian Gnome desktop with no
real trouble. It has some quirks, but overall, a nice package, and it
supports a lot of different source code types. I don't know how much
it's really adding to the Kate engine that I THINK is under the hood,
but that's a different discussion.
In short, yes, you can run Quanta on a Gnome desktop, but you'll need at
least part of KDE installed.
