This is an interesting point.  It does show that you have people that
can work under pressure and that tend to accomplish things.  The
other thing though is that they tend not to do "the best possible." 
Of course waiting for the best usually means the person does one
thing at a time and gets it done in two to three times the length of
time others do it in.  But if it takes that long and is done bad then
the government did it!
