But OOo claims to be M$-Office compatible.  Therefore it should open the file 
correctly.  M$-Office may "suck", but this would be a problem with OOo.

This is a pretty normal policy for publications,  but in that case you exert 
control over your submitters - this doesn't work 'in the wild'.
