Have you looked at 'casting' software on freshmeat, there is lots of
it.  KLUG once-upon-a-time had a presentation on a package called
icecast.  As far as receiving on the client just add a CLI package
(mplayer for instance, whatever) that supports streaming to the GNOME
session and it will automatically start and stop it for you.
