"Turn it off" means don't have it start when the OS boots...

1) Command Prompt (w/ Admin permissions)
2) services.msc
3) Scroll down to "Computer Browser"
4) Double Click
5) Set to Manual (or disable if you REALLY want to)
6) OK
7) At next IPL it will not be running, or you may stop it with the VCR stop
button in the services MMC window, or "NET STOP BROWSER" at the command prompt.
