Did that solve it?

I've been getting complaints about the same thing, and there is the
default setting of:

 UsePAM yes

that "may bypass the setting of 'PasswordAuthentication' and
'PermitEmptyPasswords'"

So I wasn't sure if "PasswordAuthentication yes" would make any
difference.
