I can do this with FTP. I've been using vsftp for this exact perpose.

Now they want the transfer encrypted (Read SSL). They are transfering 
medical data. To be compliant they need it encrypted. Both 
authentication AND the actual data transfer. Each user MUST have their 
own login. I don't care if the users all go to the same place or not but 
I DON't want them to see anything but their own directory.
