It isn't Inkscape exactly, it is saving it in a vector format that's the
key.

Save a copy in each format you want.  But remember, the non-vector
formats won't resize as well.  So, for each new image, start with the
vector format as the base.

Create two gifs in the appropriate sizes, copy from the vector into the
gifs, save both copies.

I actually would make two copies of each: thus for the 173x156 I would
save it in vector and gif, and save the 182x30 in vector and gif.  

That way I can go back and work on the vectors without having lost my
layers, colors, etc.  I always do my modifications in vector, save the
finished product as vector, and create one last copy using "Save As"
into the finished image format (gif, jpg, etc.)

That's exactly right.  Just remember not to use the gif as a base to
copy into something else.  Always start with the vector image.
