You can make all the new folders you want.  Why not make a folder called
"form letters" and plunk a copy in there.  I can tell you from
personally experience that any thing you put in there stays there.
After highlighting on the message, you can "forward" or "reply" to your
hearts content.
Try this and see if it fills the need.
