Hi Adam,

Why not use a linux firewall like floppyfw?  It has a browser-based
interface so he can configure it with his MS browser (egads!).  

It does NAT and firewalling, traffic shaping, it can handle port
forwarding for VPN, SSH, etc., etc.

You don't say what you want to do with the two connections but it would
be trivial to, let's say your DSL goes down, browse to the firewall and
have it use the cable connection.  Apply the setting (from the browser)
and you're back up and running.  

You can use practically any old box for floppyfw, though I recommend a
pentium box with PCI cards (easier to configure).  And there are ways
you can port forward into the network and then look back at the firewall
to configure it remotely.  Lots of things you can do, and being linux it
can run for a -long- time with minimal downtime.
